The Intergovernmental Relations Technical Committee (IGRTC), led by Commissioner Linet Mavu, paid a courtesy visit to Kitui Governor Dr. Julius Malombe earlier today at his office. The meeting was part of the IGRTC’s ongoing efforts to enhance collaboration between the two levels of government—national and devolved—through effective intergovernmental relations.
The primary focus of the visit was to discuss ways to strengthen the intergovernmental relations ecosystem, ensuring that both national and county governments can work together seamlessly. This involves joint implementation of projects and programs, as well as managing the shared responsibilities outlined in the Kenyan Constitution. The IGRTC plays a critical role in facilitating such relationships to promote the success of devolution and the performance of concurrent functions between different levels of government.
During the meeting, the team addressed several important issues, including the role of governors in fortifying intergovernmental cooperation. Governors, as key players in the devolved system of governance, are essential to ensuring smooth communication and collaboration with the national government. Discussions also touched on asset transfers in counties, a key area of focus as counties continue to take control of assets and functions previously managed by the national government.
Governor Malombe underscored the importance of these discussions, noting that they would help align Kitui’s developmental agenda with the broader national priorities while ensuring that the county remains fully equipped to meet its responsibilities. This meeting reflects ongoing efforts by the IGRTC to bridge gaps between various levels of government to realize the objectives of devolution as enshrined in the Constitution.
The visit by Commissioner Mavu and her team is part of IGRTC’s mission to engage county leaders across the country, enhancing cooperation and ensuring that devolution works for all Kenyans. As the conversation continues, both Kitui County and IGRTC expressed optimism that stronger intergovernmental ties will lead to improved service delivery and more effective governance.
