The political landscape in Kitui County is rapidly shifting as current Governor Dr. Julius Malombe officially announces his intention to seek re-election in 2027. This declaration has stirred the political waters, particularly due to the unique constitutional issue surrounding gubernatorial term limits.
Dr. Malombe, who first took office in 2013 but lost to Charity Ngilu in the 2017 election, made a comeback in 2022. His re-election raises a constitutional dilemma. The Kenyan Constitution stipulates that governors can serve a maximum of two consecutive terms. Malombe and other governors in similar situations are seeking clarity from the Supreme Court on whether this clause applies to non-consecutive terms as well.
Governor Malombe’s announcement has unsettled the ambitions of several other candidates who had already set their sights on the top county seat. Known for his robust development record, Malombe enjoys significant support among the Kitui populace, a factor that further complicates the race for his rivals.
The Contenders
Charity Ngilu,
the former governor, has declared her intention to run again, despite a cloud of controversy from her previous term. Accusations of corruption and mismanagement have tainted her reputation, and ongoing investigations by the Ethics and Anti-Corruption Commission (EACC) are a significant hurdle. Many Kitui residents remain skeptical of her return, citing her past governance failures.
In addition to Ngilu, several other candidates from the Wiper Democratic Movement are positioning themselves for the gubernatorial race:
- Enoch Kiio Wambua, the current Kitui Senator, faces challenges despite his political experience. Kitui residents criticize his perceived lack of approachability and financial resources to mount a robust campaign across the county.
- Makali Mulu, the Kitui Central MP, has garnered support from several county legislators. His chances are considered viable if he secures substantial backing within the party.
- Irene Kasalu, the Kitui Woman Representative, appears to be more strategically positioning herself for future political ambitions. While her 2027 gubernatorial bid may not be strong, her efforts could set the stage for a more serious run in subsequent elections.
Beyond the Wiper party, other potential candidates add to the complexity of the race:
- Nicholas Mulila, the Chief Security Officer at Safaricom, has yet to make his ambitions public. However, his financial prowess and strong reputation make him a formidable potential contender if he decides to enter the race.
- Jimmy Safi, a business mogul from Kitui East, presents a fresh and energetic option. His cross-constituency business influence could play to his advantage, though he faces the challenge of building a county-wide political profile.
- CS Penina Malonza and PS Jonathan Mueke have also shown interest, but their chances are widely viewed as minimal due to their limited local political impact. The Political Chessboard
